Mm, well, if you read the comments, there's apparently some division as to how that should be interpreted:

I remember hearing about that, the ban is only on hentai games right now. The thing though is, it's still only self imposed, the game companies don't have to go along with it. The Japanese have a few different gaming groups of censoring, so they can jump from the one group and join the other. The problem is, the one that's self imposing it is the major censoring group for gaming. I'm assuming though hentai companies will still find ways to get around it if not, they'll just join another censoring group.
