1. Nah, the default stats doesn't affect the game too much. By keeping on training you can make the much higher. So just pick any girl you like.
Mainly the stats only affect the scores, if your girl stats is higher in VOICE, then focus on that, but don't neglect the other 2 stats.
2. Nope, you don't need to put Chihaya just for the stats. Like I said earlier it will be solved by training, and your style changes depending on the stats of the girl.
for example, If you choose Makoto as your main, you don't want to spend too much time trying to raise her VOICE, and just focus on increasing her DANCE.
It also depends on BURST Multipliers if you want to have a high score.
Each girl has their own BURST variation
Makoto, who focuses on DANCE, has 6 DANCE inputs for her Burst, (with 2 VOICE and 2 VISUAL)
Chihaya, has 6 VOICE inputs (the rest is the same 2 for dance, 2 for visual)
Miki, has 6 VISUAL Inputs (same)
(Inputs = the combination of appeals in a burst)

I'm crying each time she makes an *Apologetic face* which she does like.... every 2 min. But i was prepared for that considering that she's my fav girl out there.

EDIT: 1st question......resolved itself.
Guide tells me that i can get about 25000+ score on my first audiition while i only got 6000+..... something is not right here.

iM@S 2 custom stick, iM@S 1 custom stick, a modded Madcatz Round 1 TE, a modded Madcatz SE, a modded HRAP1, and a tupperware DIY stick.
I can build one for about $100 US Dollars (or ~80 Euro = arcade parts ~45EU, case 20EU, PCB and wiring ~10EU)
Sorry if that's expensive, but it's hard to get the materials here in Europe, and it does take some time to build one from scratch.

That's actually not as expensive as i thought. I was expecting around 250 eur
But this is not BAD! I think i might actually order a stick from you the next time i get my salary *now that i'm actually accustomed with playing on a stick lol*.
My HORI V3 makes these weird sounds now that i'm starting to worry about it's condition.

I can fix that as well as make a new one just for you.
It's cheaper and easier to fix a V3. Easier to mod too, but I need to take some rust off of me and start building sticks again.

I read that V3 is a bit hard to mod due to buttons not being a *snap in/out* but rather soldered in, and the case being too small to put in some decent components.
And honestly, i would prefer something that looks pretty over something that looks generic:

The balltop should threaded, so it should screw back on. If you really want to return it to it's full tightness, you'd need to open up the stick, have a flat-head screwdriver and tighten it from there. That or replace the Hori stick with a Sanwa JLF or Seimitsu LS-32.
On topic, Ryo was expected, but at the same time, every time I look at him, I'm so tempted in falling for the trap. :D

I think the Xbox need more love.
iM@S was the one that was only on Xbox 360 when it first came out for home console after the arcade release, and I still want to support it with more iM@S catalogs.
To me, it feels like Namco/Bandai are betraying the console the game grew up on, in my opinion.
I don't mind them supporting the PS3, since Japan does have more players on the PS3 than the 360, but at the same time, I do feel like they could support the home console that help jump-start their game a lot more, and not leave it out to be hung dry and forgotten.
