Dagashi Vanilla! And...chikan? Well I've seen this combination work out before...But in this case it wasn't exactly that, more so that he saved her from one. I get that he wanted to chase after the guy, but hey, taking care of the crying, scared girl should be top priority, no?
Relationships being forbidden is an archaic rule, though. It's interesting how she even says that she never had to worry about snitches before, but it's all she ever worries about now. Such a rule should really just be abolished.
Interesting ending though. Now that she herself has experienced love, she can turn a blind eye to another's instead of snitching on them.

Seems like Chino Ojou-sama, after getting rescued, has had her own "beast" unleashed; the more her (a-hem) passions are stirred, the harder it will be to maintain the status quo.

One might hope that perhaps, in time, that stupid and hypocritical rule forbidding relationships will be phased out or abolished completely, before her own name ends up on a Notice Of Expulsion. And from what was seen on the second-to-last panel of Page 20, perhaps things are in motion to bring about that change.
