True. However, that doesn't mean that the rated VN is not good enough to be considered one of the best or even a good one. You could always at least try it because at least some people that recommend a VN or rate it already have some good standards for it. For example, you linked to the "FAKKU! Recommends!" in your post. The majority of the VN there are basically the same that have the highest ratings on vndb and there's no need to say that all of them are good ones.
It's all relative because it's everyone's choice. We can't do anything about that except making our own research. Oh, here's a quote that may fit:
