Now, on to the perks. I'll just go over the ones I think are really worth getting.
Comprehension - With the limited amount of skill points you could distribute in this game, getting one more point from skill books and 20 points from the temporary ones sounds awesome.
Educated - You can get this at level 4. If you get it as soon as possible, with two extra skill points per level, by the time you're level 30 this perk would have given you 52 more skill points to allocate.
Demolition Expert - I never use explosives, but +20% damage sounds pretty nice. There are 3 ranks to it.
Shotgun Surgeon - Shotguns ignore 10 DT = Riot Shotgun rape.
Commando - Most of the epic weapons are two-handers.
Finesse - A lot of weapons have a x2 crit. multiplier. If you at least keep your luck at 5, you'll have a 20% chance of doing a critical hit.
Silent Running - If you like to play like me, who is playing like solid snake, then this shit is awesome.
Sniper - A nice addition to commando
Adamantium Skeleton - I've never tried it, but I assume it would help a lot when playing on hardcore.
Jury Rigging - A must have. I can repair my remnant power armor with metal armor. That's awesome.
Paralyzing Palm - Very cheap
Grim Reaper's Sprint - Also pretty cheap, but they toned it down for New Vegas.
Laser Commander - Really worth getting for the energy weapon peeps.
My favorite companion perks are: Enhanced Sensors and Spotter.
It's especially easy to snipe people with Boone around, and it's even easier to know that someone is going to be in the direction I'm heading with ED-E around.
When it comes to perks that raise your skills, I don't think they're worth it. If you're responsible in your skill allocation, then such perks will never be necessary. Intense Training is a different story. You can use it to open up perks that weren't available to you before.
Also, the stupidest fucking perk to get would have to be Here and Now. How lazy of a fuck do you have to be to waste a perk on something you'll get soon enough. And as a result of being a lazy cunt, that person wasted a chance to get a perk that was actually useful.

It's time to talk about weapons.
I just started a second playthrough on hardcore where I plan to use energy weapons, but so far I've been in love with the epic variety of the "conventional ammo" weaponry (i.e., those related to the gun skill).
I carry what I plan to use, so I only have 7 weapons with me; because there are 7 quick-select binds.
Oh yeah, this all assumes I have a 100 gun skill, which I do.
On the top-left I had the 12.7mm SMG. It's not very realiable due to it's low accuracy (which I guess can be remedied with the trigger discipline trait: +20% Accuracy, -20% Fire Rate) and the shortage of ammo, but it's fucking powerful. I later replaced that spot with the 10mm SMG, which I have an abundance of ammo for, although it's not as powerful.
To the left I have my "All-American" carbine. Very useful for spamming bullets with a scope. Since it's accurate and semi-auto it could be used as a replacement for a shotgun, but it still isn't that good as a replacement.
Bottom-left is where my light machine gun used to be. I noticed it's very inaccurate and an ammo guzzler, so it had to go. It has been replaced with the anti-materiel rifle, which is a decent sniper rifle, but it's too bad that it only has a x1 crit. chance multiplier.
On the bottom I have my "Gobi Campaign Scout rifle." Yes, it's redundant to have 2 sniper rifles, but I have my reasons. Actually, before this I had 3 rifles: Scoped hunting rifle on the bottom-left, Ratslayer on the bottom and my Gobi sniper rifle on the bottom-right. The reason I use two sniper rifles is as such: one is for sniping, the other is for close encounters. Anti-materiel rifle is the sniper, and Gobi is the latter. The Gobi has a x5 crit. chance multiplier. This means that since I have 6 luck (6% crit. chance), the finesse perk (+5% crit. chance), and the 1st recon beret that Boone gives you (+5% crit. chance), I have an 80% chance of doing a critical hit when I'm not marked as [HIDDEN] (even the normal sniper rifle has a x5 multiplier, but it breaks sooner than the Gobi). During the hoover dam raid, I can use VATS, shoot once, and let grim reaper's sprint replenish 20 AP. With this, you can target their head, get a critical hit, and use VATS again on the next guy (I can get about 4 or 5 shots in before I run out of AP. You can still crit outside of VATS, but you have to manually aim).
The bottom-right has the "Pulse Gun." It's just a nice one hit kill on robots (It can also be used on people wearing power armor, but I don't know if it's a one hit kill), even securitrons. It doesn't matter if your energy skill is shit, this weapon works wonders.
On the right I have my Riot Shotgun. Sure, the unique shotgun "Dinner Bell" is more powerful, but it only has 5 shots and the 1 by 1 reloading is slow as shit. The riot shotgun is semi-auto and has a 12 shot drum mag., which means the reloading is fucking quick.
And finally, to the top-right I have "Maria." I used to have a pimped out 10mm pistol, but Maria is so much sexier of a gun. Killing Benny was worth it.

I just don't get the fucking endings. I feel as if all of them suck, even though I only have seen two of them. I can already see that Mr. House will be the tyrant of New Vegas, so I can't let him win. The Legion is filled with sick fucks, so I can't let them win either. I tried for the individualist victory, but it's just anarchy in the end, and I can't have that shit happening; I do not tolerate my character's douchebaggery, especially when they give me an ending I didn't want. Then there's the NCR ending, which is essentially putting government back into american soil. That shit doesn't sit well with me because of the new taxes, laws and limitations of liberty; just like now. Worst of all is the martial law. Things just never go my way.
