Wouldn't that technically count as a legendary?Lucario isn't a legendary. Lucario was only considered a legendary before "Lucario and the Mystery of Mew" came out since Lucario was the main Pokemon. And the main Pokemon in the movies are usually legendaries. Also, legendaries can't breed. Lucario can breed.
