You can use it as you please as you don't get me banned. Rutracker has a ridiculously large selection of music. A lot in FLAC too. So Rutracker is good to have in hand if I can't find the album I want.

I assume it's to please the TV stations policy. A few stations may have rules against nudity while others don't.
What's the age restriction to both anime(s)? If DxD is higher than To Love Ru then that explains everything. DxD is also most likely to air later than To Love Ru.
