Even if it wasn't misused, I still don't think it would be a very good idea. It's very likely that you don't agree on any of the top rated comics because how subjective it is, ya know. Well for now you have 'most favorites' which serves the same purpose. 'Most rated' is only based on the numbers of comments, iirc.

Well if you need any help finding high quality comics then I would suggest you to follow a few artists you like.

My AOTY would honestly be Space Dandy or Mushishi. Space dandy had a lot of meh episodes but the diversity in them really shined through. And Mushishi was just great, again and again.

Honorable mentions go to Gekkan Shoujo Nozaki-kun, Grisaia no Kajitsu; for those great three first episodes but also staying interesting throughout and Zankyou no Terror; partly because of the gorgeous soundtrack.
