No Lundi, it is indeed against the law to have intent to sell to a minor. As you don't know if she is one or not, you are breaking the law.

It's the same reason that selling to someone who is even legal if you know they are providing to a minor is against the law.

Actually no BigLundi, it is indeed against the law to sell to someone that could be a minor. If they do not have proof and look under a certain age you can indeed get in trouble even if she is legal or not because you did not get said proof. As far as the law is concerned, in this instance she is a minor unless she have valid proof with her at the time of the purchase.
