Spoiler:
Dude, you buy a car so you can commute, yes, but what Makishima did, making those crimes, still has no direct relation or effect on his goal. It's like with a goal to commute, he bought a phone instead. There might be a relation, but no explanation yet. That's the part that's gnawing me.

Spoiler:
His goal is to have humans do as they will and his crimes were basically letting (some) humans do exactly that. How is there no explanation, I fail to see.

So your phone analogy is totally wrong. It's more accurate to say that his goal is for everyone to commute, but first he gives some samples his invention for testing purposes and/or scale limitations. Remember that he needed those helmets to get to Nona tower and he also needed to do something to pass the time.

Ahh, now I understand the relation. So, the goal is to make people do exactly as they wanted and the way is by giving the helmets, or the underground room for the art girl, right?

Spoiler:
Pretty much. As mentioned, a human is not humanlike if he does not live based on his will. So for a city where no one can live as a human and that's his hometown, now that's fucked up. No one needs a misleading prophetess, so Sibyl gotta go.

Spoiler:
And most of the crimes is simply experiment or the sort, to find the best way to 'free' the people, right?

Spoiler:
i'm inclined to see it just as a way to pass the time according to his interests to watch humans while waiting for the real plan to get into motion.

Some trivia question:

Spoiler:
How come our sharpwitted Kougami didnt realize that if Makishima is there, surely the helmet wouldve copy his Psycho-Pass? And how comes once the masked guy got thrown out of building the Dominator works again? Im pretty sure this is no longer about distance.

Spoiler:
Too focused on his chick, maybe. Or simply lapse of judgment, that happens. Besides, he did have the doubts of Makishima using some other tricks (which is mentioned by Nobu something wimp) and not really having genuinely white PP.

Spoiler:
I bet it's because he disabled the helmet somehow when he grappled with the dude. Watch carefully and you'd notice.

Episode 17.
Spoiler:
Alright, Makishima. Throw the offer back in his smug, robot face, and then dismantle him in awesome fashion. Awesome.

Episode 17:
Spoiler:
Well, that could have gone better. Isn't it a little late for there to be criticism of the Sibyl System now? Not to mention that this revelation makes Akane and Makishima's Crime Coefficients make no sense.

Spoiler:
What. Makishima's CC makes every sense.

Oh, and finally Sibyl is revealed. Thought so, it's literally Sibyl.

Why would theirs made no sense?

Eps 17.

Spoiler:
It's guessable, but still good.

Btw, surely Sibyl was made by a group of scientist right? Is it really possible they completely gives freedom of judging to Sibyl?

Spoiler:
Why not? It's not even far-fetched to think that they became part of the prophet council too. From the way the system is made, it's necessarily incomplete (in the sense that it's not very good at determining PP) at the beginning. Given that PP is determined by cymatic scan, I believe that the system is a perfected algorithm of "sizing up" someone, the way we usually do when we first look at people. Y'know, the feeling you get when you look at someone. "This guy's great", "This one's not gonna amount to much" etc, that impression.

Spoiler:
At the start maybe it's not as good as now. Figured maybe they just used 10-15 brains at the beginning.

I wonder what was the fate of the scientist though. Maybe they got disposed of.

Spoiler:
Maybe they're not, but we can be damn sure they're smart people. And the system does need its share of brains to get going. Which is why I said the system is necessarily incomplete at the beginning, since I doubt they could be having a lot of this higher men to be the prophets to begin with.

Also it seems to solve the issue of why would those scientists invent the damn system in the first place.

Spoiler:
Because the logic involved becomes circular. Is Makishima's CC low because Sibyl knows he thinks outside the norm? Or is the CC they give him merely coincidental? We can't have an answer to those questions because Touma's influence on Sibyl dates back before we are shown Makishima's CC. Never-mind that we don't know how Sibyl defines "normal".

Spoiler:
Yeah. Suck on that, Robo-Bitch. Akane being all up in her face with the Paralyzer. Boosh.
