They want the free aid and food so they can feed their citizen while keeping an illegimate regime in power which cannot keep their citizens from starving without aid from foreign countries.
Said regime is also attempting to rattle its saber successfully to get sanctions removed so they can go back to their business as usual.
There is already defections in the NK army over lack of food supply.
Thus, NK is forcing attention on NK in attempt to remove the sanctions.
USA wants the NK to starve so there'll be a regime change preferably the one without nuclear missles capable of landing in usa if USA does not do as NK says.
Best case scenario: NK collapses and is absorbed into SK.
Worst case scenario: NK invades and wins control of SK and doesn't suffer retaliation in any kind.
OH SHIT SCENARIO: Nuclear missles launched everywhere and everyone dies because KIM decides that if he can't be in power, everyone else can die along with KIM the little dictator who loves cake who also wants tributes from countries more powerful than his own.
