People use the word "Most often." because that is what is typical of a thing. Just because something is "typical" doesn't mean it is the only way it can be presented.
And often, trying to suggest there is a set definition in which "This is one, and this isn't." Often gets you a muddy result because well, you don't have a set definition for it.
It's often like the issue dealing with Gender. You could probably give a basic ideal of what a typical boy is, and what a typical girl is. But then you realize that those characteristics aren't all inclusive anymore and that we mostly divide them with socially changing definitions.
Things like online communication methods, which is what blogs, forums, and social networks are, are much like this.
You can have an idea of what a blog is, what a forum is, and what a social network is.
But when you actually cut to what is the basic requirements for them, well you start seeing the forum have stuff that falls into a blog, the blog falling into a social network and a social network moving like a forum and/or blog.
If you want to see an example, look at twitter.
In one aspect, you could say it's like a social network. But in other's, it's just like a thread. And yet another you could say it's a blog.

Your assertion is likened to saying that since a hammer and a screwdriver both help apply a thin metal object (nail or screw) into another material to assist in holding it together with something else, they are the same thing. However, we know for a fact that hammers and screwdrivers are different tools.
In this case, the application of the nail or screw into something is your example of "muddy" middle ground. It, however, does not magically turn a hammer into a screwdriver, or vice versa.
While blogs and forums do share some commonality of function in their current state, their set purpose, as stated earlier, is very different. A blog without a comment system is still a blog, whereas a forum without consistent author is still a forum.
