Haven't decided yet.
The usual suspects don't fit well for New Years
Flan rarely goes outside
I doubt Remi would be interested in a shrine visit or watching the sunrise in the freezing cold
Sakuya might out of nostalgia for being human once
Patchy I'm doing for Christmas and also rarely leaves the house
Koakuma will be organizing the library
Aside from them there are
Mokou because sunrise over the winter bamboo forest would look cool if drawn well
Nue because sunrise between that zettai ryouiki would be tasty
and Kanako the most likely person to put together a scam to get all of the New Years offerings. That and the first sunrise at youkai mountain would also be nice.

I start by saying that it's been a lot of time since i last had a pencil in my hand, How are we supposed to use the background? Print it?

Print it?Anything you find worth it; you may print it, you may just use your imagination, you may try to redraw the object(s) you want your character to interact with in your submission, create new object, or anything. I understand that it's not easy to mix your art to somebody else's drawing, therefore I don't demand you to make a perfect adjustment. Effort is no less important than the end-result; if you don't think you're able to adjust after trying your best, then you don't have to force yourself to. It's already a blessing enough to have you all to join.
As a sidenote, you may also have your character zoomed-in, as in, your character takes the front line - no interaction with other objects or anything. The only downside is, you have to draw your character large and 'efficient' enough to take those spaces.

For my choice of above-stickmen draws, I pick Alice Margatroid for the festivities of snow, and Reisen Udongein Inaba for the arrival of a new year.

Looking at the table, Zafira is like our ace-of-all-trades.
Would you mind to take the front chair instead? That way, you only need to draw Patchy looking sideways or behind while still retaining the upper half advantage you mentioned. My Seiga is set to take the back chair, as in the one closer to the doll, so we better not have our characters stacked if you don't mind with it.
Next time, we should claim character's position too.
I will see what I can cook today. Probably possible at 8 AM, my time, but it's preferable if you don't count on it too much.
