Characters and how they act around each other as well as their own general surroundings. (Story, quirks, Background, Interaction, Personality, conflict and/or cooperation with said personalities...You get the idea...)
I like if a story is interesting and holds not only attention but also suspense and a little drama of it's own. Although as long as there are good characters with good scenes of said good characters, then it's just a little more "above tolerable".
Oh yeah, and a mandatory Anti-Hero. Always need the chaotic neutral element.

I would say characters, then storu, then art, then if it is dub, voice. The only way to tick me of with sub voice is to pronounce things like an american, like pronouncing the t in words like tsukuyomi, or the u in "arigatogazaimasu" also if you say ah tostart arigato, then stay the heck out of my anime, its pronounced origato.

Depends.
Since this is a hentai site (mostly), I think art is most important for hentai anime.
However, for clean anime, storyline is the key to a great anime.

It's all about the story. If the art is good, watch it! If the characters are awesome and played a good role, watch it! If the the voice acting are awful, doesn't matter...

The story is my thing! Then audio, next art then the other things! Like some animes are boring as heck, when some have an good and interesting story; the thing that bugs me a lot tho is that some of the animes have a very good and interesting story but has a very crapy ending...>~<, But other then that I think story's come first ^ ~.

Characters
The fact that I'd watch Nichijou, Danshi Koukousei no Nichijou, Yuyushiki and the like means that it's the characters that I look out for the most (I forget their names later though).
I'd love a great story too, but sadly, I've watched so much already that it takes novelty or deep thought for any story to be profoundly interesting.
As soon as the art/animation grows onto me, it wouldn't impress me as much anymore unless it's KyoAni.

I was gonna put story, but if the characters are bland and boring, then it wouldn't be worth watching. I've watched anime that didn't have much of a story to it, but I kept watching because the characters were interesting and easy to relate to. Its the characters (and how they interact with each other) that give a story its color.

I suppose it's a combination of Story, Art, and Characters. Even if the art is bland (or mediocre CG), as long as it's balanced out with great story and characters, it's fine to watch. This also changes depending on the genres of anime shows as some types may be better with a good story or better-developing characters, etc.
As for voice acting, I generally don't pay attention prior to a show's release as I rarely have a gripe with the casting choices. (and I sometimes prefer pleasant surprises when a good and/or veteran seiyuu takes on particular roles)
