Both are equally just as bad. To me it is not a question of failing or never trying but a question of how much do you desire something and what are you willing to do.

Let's put it in terms of asking a girl out. If you never tried then that girl goes off and dates someone else you're left with regret and a pile of what-ifs to ponder for the rest of your life. If you actually asked her out and she says no then all you have is disappointment. You move on and don't think about the possibilities and then you can find another girl that actually appreciates you or you learned that stammering wasn't the best way to ask someone out.

For this question i believe it is always better to try and to fail, because where would we be if we never tried. a good example would be a baby learning how to walk or crawl for that matter. if he never tried hed be still laying around doing nothing.

With failure you can at least take experience and learn from it. If you never tried you never figured out anything, you don't even know what could have been. With failure you can move on with your life, you could say "Well I screwed up, oh well".

The first thing that came to mind is if you never try you don't fail buy the ability to rise after a fall is far greater than the ability to never lose at all so try maybe fail but you learn don't be ashamed if you fail if you learned something in the process.

Never trying is definitely worse. I have some experience on such matters, and believe me when I say, you'll regret never having attempted at least once in the long-run, but you'll never regret having tried and failed, because you'll know that, through the failure, you got an experience out of it, one you wouldn't have gotten anywhere else.

As with all things, it depends on the act and/or choice. Yes, its better to fail and learn, but if the act is stupid enough, it will ruin your life, possibly beyond recovery.
