Theres two definite regular dragon encounters that I can vouch for:
At Lost Tounge Overlook, south of Riften
Dragontooth Crater, which is north of Karthwasten, which is a far east from Markath.
Happy dragon hunting. 8D

After level 20 or so, dragons and enemies get way way harder. Also you must've not encountered giants or bears yet because they give me nightmares.
I'm lvl 32, haven't noticed any difference so far, but on the other hand, I were almost lvl 20 when I encountered my first dragon so I might not have encountered enough "easier" dragons to notice. I might also be at an advantage, playing as a Dark Elf, at least against the non-frost dragons.
And yeah, bears are a pain. Giants are fair game to me as long as they don't hit me, and and avoiding that is easy enough.

My review as seen on Giant Bomb (A Dream Come True) [Xbox 360] *****
Skyrim is a game we have dreamed of for years and why we are intrigued by video games
A bold statement but taking into account of what gaming is Skyrim does it all
providing a game that could take a lifetime of playing making it above & beyond the best value a video game can be
Such could of been the case with Morrowind & Obilivion the 3rd & 4th games of the Elder Scrolls series
But do to poor design choices and bad porting to consoles those games where never really able to live up to the concept
of what Bethesda the development & publishing studio was trying to achieve but served as the building blocks
for Skyrim the 5th installment in the series
For that we thank them & to all the "beta testers" who played & may still play those games today
The Good +
No random heavy reuse of indoor areas buildings & dungeons making each area refreshing to explore
Third person view & controls is now a viable choice
Character level building system that is fun taking some aspects of previous Elder Scroll games
as well as from Fallout 3/NV & mixing in some of Squares Final Fantasy X & XIII into it via the skill tree sphere system
Character Classes be a Warrior a Ninja a Mage a Vampire you know the usual
Cinematic Kill Scenes borrowed from Fallout 3/NV are a delight given you the heck yea moment
Easy quick inventory interface that feels sleek to navigate through
Most important do what ever the heck you want when you want
The Bad -
Release launch date period glitches/bugs patches coming soon as to be expected
Level balance difficulty issues have been reported when it comes to enemies
Some areas can have lighting issues to dark to bright
Graphic issues via playing the game installed on the HDD

I have a bunch of places found and I've only been doing quests from Whiterun. I've been playing for almost 20 hours now and I still have not encountered a dragon. I would tell Skyrim I'm disappoint but I'm too busy being a fucking werewolf.Did you do that "There's a dragon attacking the guard tower" quest yet, I don't know it was that, but dragons started popping up everywhere after I did that one, also about 15-20 hours in.
Also: Am I the only one who finds this game surprisingly, on the verge of disappointingly easy? I've been playing on expert and have had no trouble whatsoever with most mobs. Not to mention that the dragons are way, way too easy, sure they take a while to bring down, but they are far from the most dangerous mobs. Those damned Sabre Cats are fucking me up way more.
After level 20 or so, dragons and enemies get way way harder.
Also you must've not encountered giants or bears yet because they give me nightmares.
That awkward moment when you get hit a couple hundred feet into the air by a Giant.
Seen it too many times...

Amen.
Giants should be nerfed.

I'd hunt giants for sport if two of them weren't near one another.
I see so much potential in the Unrelenting Force shout. Wife giving you shit? FUS! Stop right there, criminal scum? FUS! Got a quest that lets you experience the movie "The Hangover" firsthand and has you wake up in some temple where some chick is complaining that your drunk ass trashed the place and now expects you to clean up, then apologize? *Aim at stuff on a table* FUS! I love this shit. I can't wait to upgrade one of my offensive shouts so that I can eventually get into a shouting match with a dragon.

That feeling when a dragon makes its presence known and the theme starts playing as I'm trying to shoot the motherfucker down. Yeah. Too bad it's as people say: dragons are shit. I'm playing as a Breton and I have the Atronach stone active. If I use my racial skill I become immune to all magic (100% absorption). I give less fucks at dragons flaming my ass than Borris.

Met my first major hassle, not as much for me as for the village that got slaughtered though.
I'll just put this in spoilers, in case someone hasn't started the main quest and don't want to know anything about what happens. I don't think it's a big deal, but who knows what you guys think.
Dang, I really want to restart and play as something else than my usual thief/slightly magic-wielding Dunmer, but I know that if I don't finish the main quest now, I never will. Can someone tell me how long the main quest are, will I have to suffer with a character I'm not happy with for ages, or should I just give everything up and restart?

If you ignore the distractions and put yourself on the right track, you'll be able to replace your shitty char in no time.
