I usually wait for the full translation to enhance the experience since I don't know jap.

Do research on the VN you want to read before starting it. See it this way: If you pick a random VN without doing research on it you don't know what type of contents it may have. It's impossible for you to know. For that reason, if you don't like it and start bashing the VN because of the contents you didn't like you only have yourself to blame. Not the company since it was you who decided to read their work.
Companies may literally do whatever they feel like to the games they produce (of course the game must respect the law) so this all comes down to one single thing: It's your choice to play their work or not.

Well, I can say to you that LOT'S of people just read those types of VNs. A VN doesn't need to have gameplay to entertain who is reading it. It's all up to the tastes of each one so what you are saying about the companies not realising that VNs need gameplay is extremely subjective.
Remember that there are people who don't like much gameplay in a VN.
It can also be added that companies usually have a audience. In other words, many companies know that many people won't enjoy their games but even so they still keep working on what they want because there's a group of people who will enjoy their games. The marketing policy of each company is up to them.
This also applies to free works. The group responsible for the project has it's own audience.
Basically, if you only love VNs with some kind of gameplay, search for VNs with gameplay. If not, bear in mind that you probably won't enjoy it that much. This is something you choose to do, not something that someone (a producer for example) makes you do so in those cases, save your critics for your opinion regarding the story and not for something that isn't in the VN.

Mount the game with Daemon Tools for example, install the game, install the english patch and play. Also, check this thread
My OS language isn't english so I'm not sure if it'll help but here it is. Though I don't think that it makes a difference in this case my OS is Windows 7 Ultimate 32 bits.

Regarding Cleavage and Starless, since it's Jast who's with the projects it'll still be a long time before english release. You may as well start playing / reading something else.
