Restarting constantly is an early symptom of bad ram, run Memtest to see if you don't have ram that's dead or dying.For me it was capacitors blowing up on my Motherboard.

Yes, not so long ago, but it wasn't a long either.

You should rather go from 2GB to 4GB if you're taking 64bit. 32bit can read up to 3GB of memory.
W7 is not such a resource hog as Vista, with 32bit W7 you can easily stay on 2GB.
Some rogue spywares and such won't get removed on Safe mode, that's what happened to me with one rogue spyware which was blocking every single .exe from starting when you got into normal windows.
Vista with 512MB, that's crazy T___T
I used to scan registry stuff as well on the computer if it had some difficult spyware or a lot of threats, just to make sure there weren't any leftovers.
I suggest you try Nach's hint.
Malwarebytes does not work on safe mode either that well, meaning it might not remove even thou it would find the threat.

mostly nowadays all grapich cards are PCI-E compatible. You only need to avoid grapich cards that only fit into AGP slot. You can put any PCI-E grapich card on your slot.
If the grapich card requires more power than the PCI-E can give, they usually have one or two slots where you can put a cable from your PSU if it has PCI-E headed cables.
An example of a grapich card that requires more power:
That also means your PSU should be also a bit more powerful than a regular 350W.
