Get audacity (a free sound editing and recording program) and when you start a skype call, just press the red circle to start recording.
^you just need first to select Stereo Mix on your settings to make it record the sounds. As you might not be able to select it at first, you need to right click the speaker icon on the task bar and select recording devices > right click there and select two options in order to Stereo Mix to appear:

I'd say go for 2GB too. Going for 3GB might be a bit useless and it would cost a lot more compared what you can gain from it. For 2GB you should buy two 512 MB sticks (if you have 2 slots on your motherboard, then you must get 2x 1 GB sticks.), preferably same so you can make them work on dual channel. Depends on your motherboard indeed.

Don't think VN's require DirectX; maybe updating your grapich drivers would help. Hmmm. You don't hear any menu sounds either, it's like it crashed? Hmmm disabling aero effect, i don't think if that would help either. Nothing else comes into my mind right now.

You can just leave your locale set to Japanese, it's what I do. That locale is only used for non-unicode non-English programs anyhow. iM USING w7 Ultimate 64x and Saya no Uta worked fine for me.
Have you tried putting XP or Vista compatibly mode? Or maybe change locales to Japanese?
Compatibly mode you can find when you right click the .exe and select properties and go to Compatibly tab.
Locale settings to japanese you can find from Control Panel > Region and Language > Administrative > Change system locale...
This requires restarting computer if my memory serves right. If you don't want to always change the locale settings to JP and back, you can use Microsoft Applocale (only supported by XP), but when put on XP compatibly mode, it works on Vista and W7 as well.
