I think I may have found a temporary solution to the off-balance fan on my laptop cooler. Put a flat bit of gift-wrapping ribbon near the axle in a way that it won't get tangled. It makes this dull grinding noise where it rubs against the ribbon but at least the fan goes full speed all the time now. And much quieter.
