For the offense tree, get improved ignite and pretty much all the stuff on the right side that would intuituvely work for a mage. For the utility tree, get improved flash, good hands, swiftness, and improved buffs.
Items -
You can either open Boots+Pots, Dring, or Sapphire Crystal. Sapphire Crystal+Pots should be your optimal one always, but let me explain these three choices.
Boots+Pots is when you're laning against a fucking Kennen, Akali, Fizz, or some shit. Those in-and-outs fast harasser types. These guys suck because usually when other champs want to come in and deal some damage, you usually harass back. But because they have an ability that lets them move fast, it's pretty hard to trade back. Especially landing your stun. Get boots, it still might not help with your aiming, but at least you should get less harass. The good thing is that these guys can have trouble farming. Kennen's farming ability pretty much makes him have to touch the minions, as well as Fizz and Akali, so yea.
Dring is when you're against the sustainer types, like Morgana, Annie, Malzahar, or Gragas, they have an innate ability that lets them stay in the lane longer. Get a Dring to help yourself out. If you're still losing that lane (which you probably will), get no more than 3 Drings. This should at least make the lane more even. These guys usually just suck to lane against with Brand, they're pretty much his weakness. I usually get Merc's against these guys.
For everything else, like, Orianna, Galio, Ryze, Ahri, or whatever, get Sapphire Crystal. First trip back and when you have the money, Catalyst (optimally with 2 wards and boots). You manage this by always, always, always, always, always lasthitting the minions, and you only ever use your spells to tradeback or when their minions are pushing. When you manage to get the Catalyst, this is pretty much the time for you to start going harder. You can more freely spend some spells to just push the lane now, and then quickly gank a lane. Finish the Catalyst into a RoA as soon as possible, and then onto your boots and Rabadon's. At this point, if you don't have a healer, get a Will of Ancients. If not, get that Morello's Evil Tome. Hell, you can still get both if you want, just always make sure you have a Morello's. Or say your team desperately needs more CC, get a Rylai's. If you're having a hard time surviving because they have like two divers and only your support bothers protecting you, get Will of Ancients and Guardian's Angel. Spell vamp or lifesteal + resistances is much better than spell vamp or lifesteal + health.
This is how I play Brand, and I always feel like I'm in control of the game. One thing though, Brand is pretty much a early-mid game champ, though that doesn't mean he's useless late game. Late game though, if you use your ulti on their initiators and divers it won't really bounce to their squishies, and you'll pretty much want to unload your ulti on those tanks and divers, because hey, they're right in your fucking face trying to kill you. And your stun only hits one person, whereas these are teamfights, so that one stun is almost useless. It's not an initiating/ganking tool anymore, it's to kite those divers, and then just to potentially finish off the stragglers after the teamfight. Brand is best for ambushes and early-mid game dominance. Hope this helps.

I prefer Sorrow's suggestion. Spending a certain amount of turns to train oneself and leaving oneself wide open is a good idea. It's logical and fair.You can also spend prana to learn a new spell. But yes, there will be that option as well. Perhaps maybe spend an action point every round until you've spent the required number of action points to obtain a new spell.
