In theory a computer can work fine without any RAM at all. It is called a Turing machine. Does not the technology you linked act as an enabler for blind people? It becomes HOW they see, not an AID. If you stuck a chip like that into a nonblind person's retina, what do you think would happen? As for color spectrum we can't already interpret, installing a chip isn't going to magically cause the brain to be able to.
