The main problem is that there is no control group in the vaccine debate.
As you pointed out, Flaser, "none...were reported at rates...greater than expected in a population of this age and gender and with other known contributing factors" means that there's a uniform trend among surveyed peoples.
The problem is that the (majority of the) survey group is also vaccinated for AT LEAST the basic set, required to attend public schooling.

I've never heard of "dark circles", but a "ring" around the moon is usually a Lunar halo, caused by low cloud cover. Harmless.

HOWEVER, some adjuvants (chemicals used to create a greater immune response) have been found to be harmful.
In particular (because it's recent) aluminium based ones pose great risk.
e.g. aluminum hydroxyphosphate sulfate used in Gardasil (The HPV vaccine)

I say, let the individual (or, at younger age, the parent) make a personal decision to vaccinate the child. Medical error could be prevented through good clerical work, and the benefits are often worth the risk.
(Personally, I am getting my kids the bigger ones--polio, chicken pox, and whatnot---, but avoiding superfluous use ----flu mostly---)
