1. Story
2. Voice
3. Art
I give Art third place because I can name a few anime that had not so great or mediocre to terrible art but had great stories and voice (both dub and undubbed)
and/ or was hilarious/great!
Example: Shin-chan or One Piece (I use OP Loosely for this ex.)
But sometimes Art and voice tie cuz I do think there are some stories that are so great, that they should be enhanced with great art. Like Gurren Lagan or Cowboy Bebop.

What interests me the most in anime is whether or not there is a romance aspect. The story and characters would follow after that.

Can't have a good story without good characters, and vice versa. To me they're the most important things in an anime. Everything else is a nice bonus.

Characters for me.
Toradora is one of my favorite anime, as well as Soremachi. But both have ridiculously generic plots, just stories revolving around the hijinks of a group consisting of several boys and girls. But the characters makes it interesting. Regardless of the great story if you don't like the characters then usually it's not too fun to watch. At least for me. The main reason I like Slice of Life anime like GTO or Nichijou is that they are able to make boring reality into something fun, and that is done mainly by the use of interesting characters.
Then art is a second. Art is what attracts me to any animation, regardless if it's anime or not.

I love the subtle character development and when you can see the character's playing off and building on each other.

Characters, just slightly before story. There can be a crap story but a few good characters can make it worth watching. Crappy characters can ruin an interesting story.

I would prioritize the story the most... everything else is an excellent bonus. 3D-CG graphics, Jouji Nakata playing the ancient badass....

I personally find the development the animation of anime amazing. Also how things change from anime to anime but keep a general style that it can be still classified as anime, but at the still time changing. For the ummm better and the *cough cough* worst.

Characters, primarily. Bad anime can be made bearable by good characters and conversely good anime can be ruined by terrible ones.
Story is a close second, but more often than not characters drive interest in the story rather than the other way around.

It has to have a good story, but I have been known to put up with a lackluster plot if it had amazing art.

As with any type of TV or film, the most important of any anime to me is its writing. This encompasses both story and characters. A great story may have no emotional weight without great characters to carry it, and great characters are usually meaningless without a good story to put their experiences in context.
So yeah, writing.

All of the above and none at the same time. So long as I find an anime good, I'm ok, even if it's old or subpar stuff. Of course, having all of the options available makes any anime all the more awesome. ;3
