To me the most important thing is that characters. After that I'd say 'other' and specify emotion. If a show can't make me laugh, shout, or cry, it's not for me.

For me the Genre of the Anime is what interest me most especially Rom-com,Sci-fiction,Ecchi and Harems. Then comes the characters specifically Lolis! The awesome OST are just bonuses.

Art, if the character design is shitty or over sexualized I'm usually not interested.
The art is usually the first thing you see, but story can sometimes make me overlook the art if it's good enough or interesting enough.

This was rather hard to answer, but I guess I have to say story. Story, art and characters really matters alot for me when I watch anime.

As a fellow actor, i'm also interested in the voice actors for the english dubs of anime. When i watch a new anime, i always tend to notice familiar faces, er, Voices when i listen to dialouge. For example, Keima Katsuragi from TWGOK also voiced Yuichi from Kanon, Elsie from the same anime is also voiced by the same woman who did Nagisa Furukawa from Clannad, and also from Clannad the woman who voiced Fuko Ibuki also voiced Yui from Angel Beats!, and the person who voices Haruhi Suzumiya also voices Athena Cykes in the brand new Phoenix Wright game. I feel like all the english voice actors all know each other in real life, and I've always wanted meet with a voice actor in real life.

Story along with characters, I mean I can't get interested in a story without charismatic characters and viceversa

Story.
Even if the art is good, and the cast is an all-star seiyuu.
i will not watch it if it has a very bad Story line.

It's usually story for me, although my favorite series of all time quickly becomes your typical battle manga. Yu Yu Hakusho is awesome, but it's the villains that save the series. Toguro is a great character, and Sensui wasn't bad either (just crazy)

Story>Characters>Art>Voice Acting, at least in my opinion.
But there are many things that make up great anime, and sometimes anime can be terrible in every way, but so terrible that it somehow becomes good again.

To pick one is not possible for me, I picked other.
I truly enjoy when I find an anime that pulls all of the elements into perfect harmony. Good artwork, engaging characters, great story, and if it's dubbed well that is an added bonus.
This is why I love anime!!!
