Not only that, but laws do not create tolerance, they only alter actions taken. Government and laws cannot change people's opinions about other groups of people or cultures. So, yes people should be allowed to do what they want as long as it doesn't interfere with other people's right to do what they want.
It is a nice idea to try to make everyone get along, but you can't make people do anything - especially when it involves changing their ideologies.

Sweden is a homogeneous nation anyways, you don't have as much diversity as other countries - not even close. Tolerating a few oddballs comparative to the main society isn't hard. Discrimination in other places takes place when there are large groups and organization changing the mainframe of society.
Same reason Japan is considered "perfect" when it comes to tolerance, they are so homogeneous that they don't mind a different kinda person here and there.

If someone publicly states that he would never befriend a homosexual, because "homo's are weird" and shit some homosexuals would probably be offended, but the speaker would probably not be judged with anything. Now burning the Quran as "a way of flipping the finger to Islam" to quote the Pastor, is clearly both inciting violence against Muslims, and a justified reason to be offended. Now note that if he was burning these Qurans in his backyard by himself he would not be prosecuted either.

And you both just totally missed that Sweden is the country taking in and hosting the most immigrants per capita in the entire EU, we have quite the diversity compared to many others, seeing how small our total population are.
Sadly enoguh nowadays this have lead to quite the uproar, our economy is slowly failing since we're taking in to many immigrants that don't adapt to the scoiety fast enough so we're losing money. This has lead to public displeasure and a quite the controversial(eg. racist) party have gained a lot of support over the last few years.

This man just believes he is trying to send a righteous ultimatum to people who he believes need to be stopped. His main goal is not to sew hatred or provoke violence (as he says).
Hate speech is accounted for in law. When the sole purpose of a speech is to rouse violent actions from or a against a group of people, it's dealt with.
When he starts preaching hatred for the whole faith, and calls for violence upon Muslims, that's when it is time to take action. Until he explicitly says that violence is necessary, it is free speech being exercised.
