IMO, those congressmen is just trying to come up with some new laws to get attention, which in turn would give them more votes since election is coming near.

Seriously, do you guys believe that the "ban" law would be followed, even if it gets implemented? No, right? The country's amidst scandals and problems and all they can come up is banning the hentai genre "loli". It's plain stupid.
